Position: Public Policy Consultant

NPRC is seeking a Public Policy Consultant who will play a lead role in the organization’s overall public policy and advocacy efforts. NPRC’s public policy initiatives focus on educating community advocates, elected and appointed officials, and the general public on issues affecting the Puerto Rican and Hispanic community nationwide.

Job Description:

The successful candidate will play a lead role in the organization’s public policy and outreach initiatives. He/she will be responsible for influencing federal, state, and Commonwealth policy and programs, as well as maintaining working relationships with government entities and other non-profit organizations. Specifically the Public Policy Consultant will:

• Identify and monitor legislative and regulatory activities of interest to NPRC.
• Conduct research and analysis on key issues impacting the Puerto Rican and Hispanic community related to health, education, environment, social investment, and economic development.
• Collaborate with other national organizations and involve grassroots in affecting federal policy on issues of concern to Puerto Ricans.
• Manage existing and develop new strategic alliances.
• Build and maintain contacts and relationships on Capitol Hill and at key federal agencies.
• Represent NPRC at various coalitions, events, and meetings.
• Monitor developments of relevance to NPRC in Puerto Rico and states with significant Puerto Rican populations.
• Recruit, train, and manage policy interns.
• Attend major hearings and provide issue briefs to NPRC leadership.
• Assist in the development of key messaging and distribution of publications.
• Manage online social networking and marketing outlets.

Qualifications:

• Master’s degree in Public Policy, Public Administration, Government Relations, or related field
• 2-3 years of related work experience in the areas of public policy, government relations, federal and regulatory affairs, or related field
• Experience working with Congressional offices in an advocacy/liaison capacity
• Commitment to and knowledge of the Puerto Rican community
• Excellent research and writing ability
• Comfortable with public speaking
• Excellent interpersonal skills
• Highly-organized self-starter with the ability to set, manage, and implement priorities
• Attention to detail
• Proficiency with MS Office applications and legislative research tools
• Spanish fluency preferred

Salary: Negotiable

Type: Part-time or full-time availability; Washington, DC based
